By-Laws for Disabled Sportsmen of America.

Officers:

CEO: Greg L Matthews
Vice CEO: Vacant
Sponsorship Coordinator: Jackie Thomas
Events Coordinator: Mike Ridge
Treasure/Secretary: Vacant
Prostaff: Mark O’Brien

The following by-laws will be upheld by all officers of DSA and Prostaff for DSA.

  1. The following officers will vote on all DSA business and affairs concerning DSA.
    • A. CEO
    • B. Vice CEO
    • C. Sponsorship Coordinator
    • D. Events Coordinator
    • E. Treasure/Secretary
  2. All officers and Prostaff will treat all DSA members with dignity and respect, regardless of race, sex, or religious beliefs.
  3. All disabled Prostaff and officers to exclude CEO and Vice CEO may apply for DSA hunts! If selected you will be required to pay for your travel expenses and License fees. DSA will cover expenses of food and lodging if it is not provided by the outfitter.
    • A. Any disabled officer or Prostaff who may get selected as a participant for a hunt will be responsible for the following:
    • B. Travel to and from hunting trip.
    • C. All Licenses fees.
    • D. DSA will cover the cost of food and lodging if none is provided.
  4. CEO and Vice CEO are not eligible to enter for DSA draw hunts.
    • A. CEO and Vice CEO can hunt provided they pay for all fees associated with the hunt.
    • B. They can only hunt if they hunter has harvest early, if the CEO and the Vice CEO wish to hunt the remainder of the time there they can. If they Hunt past the dates of the DSA event all lodging and meal and travel cost will be their responsibility.
  5. All hunts will be draw hunts/fishing trips will be draws except for the annual Carl Brock hunt.
    • The Carl Brock hunt will remain his to hunt annually as long as he is able to hunt, and as long as it remains hosted by Roger and Diane Morris. Also Carl can elect another hunter to take his place on this hunt as long as Roger and Diane Morris agree to this request. This hunt will still remain the Annual Carl Brock hunt even if Roger and Diane Morris Stop hosting this hunt. DSA will active seek a new location should this occur.
  6. At no time will officers and Prostaff receive payment or perks for their time spent working for DSA. This is to ensure all that all funds that are raised go directly to the DSA cause.
    • A. Prostaff and Officer working at DSA events will not have to pay for lodging food or fuel cost.
    • B. This will only be available as long as funds are available.
  7. All officers and Prostaff that are based in TN, are expected to attend all events! You can be excused from an event by the CEO or the Vice CEO.
  8. A minimum of 2 officers must be in attendance at every event.
  9. It is every officers' responsibility to raise funds for DSA.
  10. DSA lease requirements if land is acquired.
    • All members of the DSA staff will be able to hunt the lease land provide no active DSA hunts are being held. See rules of lease land upon acquiring a lease.
  11. All banking statements will be available for review, at all DSA meetings. Copies will be given out upon request. This is to keep cost down for printing.
  12. Minutes will be taken at all DSA meetings, the minutes of the last meeting will be ready at the beginning of the next meeting, before new business can begin.
  13. DSA officers can resign upon request, Officers can be voted in or out by a majority vote of officers.
  14. Starting in 2009 at the end of the season DSA will have a yard sale on the talk forum to liquidate product donations to raise money.
    • Fund raising events commence 2nd weekend in January through 2nd weekend of September each year.
  15. Home page will be kept up to date and monthly letters will be sent out.
    • A. Home Page will be handled by TNGrafix. Roger and Diane Morris.
    • B. Talk forum page by Roger Morris and Jackie Thomas.
  16. Officers/Prostaff, will keep CEO and Vice CEO apprised of any and all situations pertaining to DSA at all times.
  17. Sponsorship Coordinator will see that all donations are sent to the CEO so all donations can be deposited in the DSA bank account.
    • This function will be turned over to the treasurer when a Treasurer/Secretary is elected.
  18. All expenditures will be reported to all officers via email. Receipts will be available at meetings.
  19. CEO and Vice CEO and Treasurer will be the only 3 names on the DSA bank account. They will also have access to the DSA debit card.
  20. No funds will be used with out the written consent of the CEO or the Vice CEO. These funds will be transferred to appropriate areas by the Treasurer. In the absence of a Treasurer it will be handled by the CEO.
  21. Taxes will be filed in accordance with State and Federal Guide Lines.
  22. By-laws can be amended by the DSA staff.

As of January 23, 2009 these by laws are now binding for all DSA officers and Prostaff. The by-laws can be added to as deemed necessary by the voting officers of DSA.

Disabled Sportsmen of America Meeting Minutes for 1-24-2009
Location: Shoney’s Oak Ridge TN
Time: 10:00am
Adjourned: 12:16pm

  1. By-laws were discussed line by line and changes were made and agreed upon by Staff. By laws were voted on at 11:16 am and adopted.
  2. Staff tabled DSA bucks on the talk forum for further discussion at the next meeting.
  3. Top poster for the talk forum will be picked and awarded a DSA gift pack. Post count to be set at the next meeting, this topic was tabled for more discussion.
  4. Remove Sponsors from talk forum page and all active sponsors will be put on the home page.
  5. Discussed tentative hunt dates, events coordinator will be in touch with outfitters about dates and to shore up these hunts and Lodging information and direction to areas.
    • I. Crooked Creek Hunting Club Turkey Hunts:
      • 1. April 4th 2 day hunt
      • 2. April 18th 2 day hunt
    • II. Mid TN Out Doors:
      • 1. April 4th 2 Day Hunt
      • 2. April 18th 2 Day Hunt
      • 3. May 2nd 2 day hunt
      These hunts dates are not confirmed!
    • III. All names will go in for a draw and be pulled out by a non DSA staff member.
    • IV. Events coordinator and CEO will be working on 4 DSA Whitetail Hunts.
  6. Hamilton county IL hunt waiting on selection of hunter, will notify outfitter there will be 2 hunters plus their aids if needed and 3 Prostaff. Prostaff will be there 1 day prior to hunt.
  7. Discussed expenditures for DSA. They are as follows:
    • 1. Partnership with Crooked Creek hunting Club for a shooting house. Cost 176.00 DSA: $ 88.00 This will give our hunters a elevated and covered shooting house.
    • 2. Hats and T-shirts with Logo: $300.00 subject to change based on quantity ordered. These will go in the DSA store to be purchased. Price to be determined!
      • A. They will also have the new logo on them as seen on the home page.
  8. Fund raising events were discussed:
    • 1. Will be looking at to possible places for Archery Tournament planning on this to take place the weekend before the Archery Season Opens.
    • 2. Coal Field Fire Department/DSA annual Turkey Shoot. Coalfield TN this will be in May Date to be set.
    • 3. Raffles are being worked out with Sponsorship Coordinator and Events Coordinator. The 3 of us will be heading out to local businesses.
  9. All Bank records were on display for viewing, and all receipts.
  10. DSA upcoming expenditures voted on and approved.
    • 1. $300.00 dollars set a side for hats and T- Shirts. Check not written
    • 2. $88.00 dollars for the shooting house. Check not written
    • 3. $99.00 dollars for Go Daddy for Home Page. Check not written
    • 4. $40.00 dollars for address change and officers to be sent to the TN Secretary of State. Check not written, due April 1st
    • $35.00 was spent for the DSA breakfast staff meeting. This is not the norm most meetings will be at my house, I will provide drinks and food.
    • Total $562.00
  11. Bank account balance as of 1-23-09: $1104.00. We have a lot of work to do!
  12. Staff voted to adjourn meeting at 12:16 pm. Huge thanks to Shoney’s of Oak Ridge TN, they were fantastic to us.
